Contoso has established an estimated program investment of $4.2M across two fiscal years. Proposals must separate professional services, Azure consumption estimates, third-party licensing, and optional services. Vendors should identify opportunities to phase investment while preserving the target-state architecture.

9. Proposal Requirements

Responses must include an executive summary, proposed architecture, delivery plan, staffing model, governance approach, commercial assumptions, relevant healthcare references, and a list of material dependencies. Architecture diagrams should identify Azure services, security boundaries, integration paths, and environment topology.
