1. Organization Overview

Contoso Health Network is a nonprofit regional health system operating 14 hospitals, 86 ambulatory locations, and a centralized population health organization. Contoso serves approximately 2.1 million patients across three states. Its technology estate includes multiple electronic health record instances, departmental clinical systems, an enterprise integration platform, and a legacy analytical warehouse.

2. Program Objective

Contoso seeks a strategic technology partner to design and implement a governed Azure clinical data platform. The platform will consolidate clinical and operational data, improve analytical availability, and support population health reporting. Contoso expects the selected partner to provide architecture, implementation, governance design, migration planning, and knowledge transfer.

3. Desired Outcomes

Create a common data foundation for enterprise clinical analytics
Reduce report preparation time for quality and operations teams
Retire selected workloads from the current analytical warehouse
Improve data discoverability through a governed catalog
Enable future predictive analytics and artificial intelligence use cases
Standardize platform operations, security controls, and deployment practices

4. Scope of Work

The selected partner will be responsible for:

Current-state assessment and target architecture
Azure landing zone alignment and network integration
Clinical and operational data ingestion patterns
Raw, curated, and consumption data zones
Metadata catalog, lineage tooling, and role-based access design
Migration of twelve priority analytical data products
Power BI semantic model and reporting enablement
Operational monitoring, support model, and knowledge transfer

5. Technical Requirements

Use Microsoft Azure as the target cloud platform
Integrate with Contoso identity, network, and security standards
Encrypt data in transit and at rest
Support private connectivity for production data services
Provide data lineage from source through consumption
Separate development, test, and production environments
Use infrastructure as code and automated deployment pipelines
Meet a 99.9% availability objective for production analytical services

Vendors should identify opportunities to phase investment while preserving the target-state architecture.

9. Proposal Requirements

Responses must include an executive summary, proposed architecture, delivery plan, staffing model, governance approach, commercial assumptions, relevant healthcare references, and a list of material dependencies. Architecture diagrams should identify Azure services, security boundaries, integration paths, and environment topology.
